Welcome to this unit of study! Before we get any further, please attend this introductory online meeting. This online synchronous meeting will provide the opportunity for you to meet your facilitator and peers. During this introductory meeting the facilitator will discuss the format and layout of the course, the objectives and expected outcomes.
Course materials
We hope that the manual below will set up a solid and accountable financial mindset that will greatly benefit the schools and optimise the learners in their daily activities.
The Public ordinary schools procedures manual will:
- Ensure that the financial management support, as provided by GDE to the respective schools, is efficiently and effectively applied
- Ensure that there is accountability at all levels on the financial support as provided by GDE
- Ensure that learners get the value of money on the whole educational system, as supported by GDE in conjunction with the school and other stakeholders
- Assist and support schools which lack financial management discipline, thus ensuring the educational delivery programme is achieved by the respective learners.

Legislative prescripts and regulatory framework
We have seen in recent times the importance of establishing credible financial management in government spending, this has now to be reflected in our public ordinary schools. The Gauteng Department of Education (GDE) has put together this simple easy to understand ‘Public ordinary schools procedures manual’, which will help you establish a solid platform for financial management that involves the School Governing Body (SGB) and senior management at the school.
The following Acts are of particular relevance to this online course. Ensure that you are familiar with their contents:
- The Education Laws Amendment Act 2001 (Act 57 of 2001)
- Education Laws Amendment Act 24 of 2005
- Employment of Educators Act 1998 (Act 76 of 1998). EEA as amended
- The South African Constitution 1996 (Act 108 of 1996)
- The South African Schools Act 1996 (Act 84 of 1996) As amended (SASA)
- The Public Service Act 1994 (Act 103 of 1994).
